CalOES has issued the guidance documents on “Great Plates,” the Home Delivered Restaurant Meals to Older Adults. All of the below information is on their website, here.
Please keep feeding back information about the program as cities or counties opt-in. My understanding from the Administrator document below is that local jurisdictions have 72 hours to opt in. The Governor made it sound like LA is taking this on, I’ve heard the same in Sacramento and SF. There’s been a lot of questions already on how the program will work, and there will likely be more about where it’s available and how it works locally. United Ways/2-1-1 is trying to get more information, as 211 is being promoted as the number for older adults to call.

Program Overview
How does the program work? Local administrators partner with multiple local food providers to deliver three (3) nutritious daily meals to qualified individuals enrolled in the program. Each community conducts outreach to known senior centers and senior populations to enroll qualified individuals in need. The program is locally managed to ensure needs of the diverse communities within California are addressed individually.
Who qualifies for enrollment into the program?
• Individuals who are 65 or older, or 60-64 and at high-risk as defined by the CDC, including:
• Individuals who are COVID-19 positive (as documented by a state/local public health official or medical health professional),
• Individuals who have been exposed to COVID-19 (as documented by a state/local public health official or medical health professional), or • Individuals with an underlying condition.
• Individuals must live alone or with one other program-eligible adult
• Participants must not be currently receiving assistance from other state or federal nutrition assistance programs – this includes CalFresh
• Participants must earn no more than 600% of the federal poverty limit
• Individuals must affirm an inability to prepare or obtain meals
How long will the program run? The program runs until May 10, 2020, which is the timeframe currently approved by FEMA. The state intends on requesting an extension for the Great Plates Delivered program.
Enrollment
How can I enroll into the program if I believe I qualify? Each local administrator will establish a streamlined process to enter into the program and will conduct a screening process to ensure individuals meet program criteria. Meal Delivery Will I be charged for meals delivered? No, meals are delivered free of charge through this program. How many meals may be delivered per day? Each individual is allowed a maximum of three (3) nutritious meals per day. How are meals selected and delivered? Each local administrator determines how meals are selected and delivered. Meals meet specific nutritional requirements. Individuals delivering meals are subject to background checks.
