유럽은 고층빌딩이 아주 드물다.

독일뮌헨은 1980년까지 교회보다 높은 건물을 불허,
파리는 12층이상건물 금지,
영국은 건물이 빅벤, 세인트폴대성당 웨스트민스터 궁을 가려서는 안된다
